This Plugin allows to display Pictures fixed on Region Tiles based on region Id,
It offers script to manipulate events based on their regionId xy location

It gives some extra data to the pictures,

& it  gives 2 different Z anchor options ..
=> both anchor layer can be changed via param & scriptcalls
(default "regionPic anchor" is 'normal'  on tile, and 'top' is the same anchor as normal pictures => above everything else)

This plugins adds the new class "Map_Region" which stores every region_tile on map, and it stores data about its Picture's pictureId, its map_xy and its screen_xy position, its number in the regionList & its region_Id..
