MP3 Support Plugin for RPG Maker MV

This plugin allows you to use MP3 audio files in your RPG Maker MV games,
providing better compatibility and smaller file sizes compared to OGG/M4A. This is a complete addition and will not interfere with original audio managing functionality.

Features:
- MP3 support for all audio types (BGM/BGS/ME/SE)
- Smaller file sizes than OGG/M4A

Usage:
1. Place your MP3 files in the audio folders. This works for BGM, BGS, SE, ME.
2. Play audio using standard RPG Maker commands

Plugin Commands:
MP3_BGM filename
MP3_BGS filename
MP3_ME filename
MP3_SE filename

Example:
MP3_BGM My Song (loads My Song.mp3)

Terms
Free to use in any kind of project, edit as needed

Roadmap:
- Looking into MZ version
- Fixing some weirdness in the code (some placeholders remain)
